In January 1997, Edward J. Cuhaci and Associates Architects Inc., as the prime consultant of a design-build team with Arnon Corporation, won an open Leased-Building Competition to provide Nortel Networks with 20,900 square metres of new, fully integrated office space, and state-of-the-art electronic research laboratories. The winning proposal consisted of a two-phased development.

The first phase, Woodline II, built to accommodate all aspects of this wireless department housed under one roof, included related engineering support infrastructure. Also incorporated into the building were the corporate suites, executive boardrooms, a full-service cafeteria, recreational facilities, and a material handling centre.

The second phase, Woodline III, added 16,900 square metres of floor space immediately adjacent, and connected, to the original building. The general building configuration and floor plate arrangement of the second phase mirrored the first. The second phase also required an expansion to the original cafeteria and other base building support facilities. The second phase was completed in February 2001.
